PERSONALITY: Cole Phelps is known to a lot of people by different reputations - the Dark Shadow, who could kill countless Japanese with the utmost speed and stealth, and yet a 'Communist' who treats other people with respect and, to a point, believes in equality; bad luck to every soldier who served under him because of his willingness to sacrifice men for the orders given (and unwillingness to deviate from a plan because it will save his own men - for example, in clearing out the caves on Okinawa of Japanese survivors, some squads blew up the entrances and left the Japanese to starve to reduce risk to the American men; Cole sent in his men to clear out the caves completely), and yet a 'Golden Boy' - well educated, high rising, with immaculate attention to detail and goes above and beyond what's needed to get a job done (he learned Japanese purely to converse with prisoners/do interrogations in their language).
All of these things are true. Cole is a product of his upbringing in that he is a man in the 1940s (he told a woman to leave her life of crime and marry a rich man and told a Jewish murderer he was going to the gas chamber... in the middle of WWII), but he has a conscious belief in respecting other people even with that upbringing; he was maligned during the war for respecting the Japanese (he may have been killing them, but he respected them as opponents and people) and trying to understand them, and has nothing but disdain for the misogynistic ways of some of his partners.
He is also an overachiever - earlier in life, he was desperate to prove himself and secure a future and notoriety for himself; it worked, but not in the way he had hoped. Later, though, he throws himself into his work to make up for his actions in the war, for his own perceived faults and his actual ones - part of his dedication to his job comes from wanting to redeem himself. He becomes more humble, more willing to simply do his job because it's his job and it's the right thing to do rather than for glory or a reputation. In fact, he becomes annoyed at the suggestion that he may be simply looking for glory in his actions - not out of false denial, but because he has been that person, and no longer wants to be associated with any part of that old reputation. He can occasionally be cynical, but is mostly simply a realist - he refuses to come to any conclusion until he's seen the evidence at hand. He is also willing - too willing - to sacrifice lives for what has to be done. This even extends, in the end, to his own.
On that thread, Cole is also indeed highly educated - at Stanford - and also clearly enjoys reading and being knowledgeable about topics that interest him or that pertain to his job: he has good knowledge of crime statistics, famous cases, criminal psychology, interrogative technique (even before doing any interrogations) and he learned Japanese in preparation for the Okinawa campaign, both polite and informal levels. Not only that, but he also has good knowledge of poetry. He's also completely uninterested in politics and double-dealing, unlike most of the police force; he has a (deserved) reputation for being straight-laced.
Going back to his reputation for killing Japanese in the war, Cole can be very forceful - even ruthless, to get what he needs, either from someone he's interrogating (slapping a Japanese prisoner, threatening a witness with a beating, threatening a suspect with telling the prison he's a child molester - telling the Jew suspect he'll face the gas chamber) or an actual enemy. He is hot-tempered and even volatile - he can go from being polite with a person of interest to suddenly yelling at them for withholding information. He also suffers from terrible road rage, yelling at pedestrians for his own bad driving ('Are. You. Stupid? - Move!'), and his partners in turn for correcting his driving.
In his personal life, since the events of the war Cole has become completely cut off; he's thrown himself lately more and more into his work as a detective to keep his mind away from the trauma of the war and to redeem himself for his actions and failures there. Cutting himself off from his wife and children, he instead found comfort in someone just as damaged by the war as he was, someone who could relate to him and yet was part of his professional life as a detective - he didn't have to leave his job to find comfort and intimacy.
ABILITIES: Nothing supernatural. He's ex-military and as a policeman is still in peak physical condition; he's a very good runner, both sprinting and long distance - he's also a decent boxer, and has some very basic free running skills.
He also has an attention to detail, intelligence and instincts that made him a highly successful police officer. He's highly educated, well read and speaks basic to intermediate level Japanese. He is also a fairly talented marksman - he can hit a target with his own pistol at 50 yards (close to the gun's maximum effective range), and he has at least basic training in rifles, machine guns and shotguns.
POSSESSIONS: He'll have on him only what he had when he died: he'll be wearing his suit and carrying his own gun - a military standard issue Colt M1911 with one full clip of ammo (7 rounds), his notebook and pencil and his police badge.

[He takes a deep breath.] Every passenger on this ship seems to have woken up here with no memory of how they arrived. I can assume that I was picked up on the water... but that can't be true of everyone. If anybody does have any memory of how they arrived, or remembers what they were doing before this, please. Speak up - I'd like to know just how we all got here and just what the purpose of all of this is. Kidnapping, hostage situation... maybe simply a case of a misguided Good Samaritan. Whatever it is, the situation won't be improved if we stay ignorant and don't communicate.
[He pauses, and there's a flicker of intense disquiet across his features before his face smooths out again.] Phelps out.
